This song is so amazing, the way it builds. I think it might be about ghosts, the way she says "why can't I touch you" but she's having a conversation and talking about letting them go. Plus the title, Passage.
Ghosts? I feel it's about depression and insomnia, and the exasperation of having to take medication for something that's not your fault. Or perhaps

"I'm up". "alone", "breathless", "loneliness"

@djkieri Or maybe it's a metaphor similar to your "ghost" interpretation. It's the lack of communication between two people in a relationship. Those moments when you want to say something, but you just can't, and the depression and frustration of an incomplete relatioship. That's what i think.

This strikes me as being about death... specifically the death of a lover and the endless frustration and pain that brings. Sadly I’ve experienced this and that’s how the song comes across to me...
Words of promise weigh down on us, settle in our bones Once the dawn falls down upon us, I will let you go...
You carry the weight of promises made to those you truly love who are no longer with us... maybe once you die, once dawn falls upon us, we’ll be able to let that weight go...
