Fairly certain it's about the Chevron oil explosions.
I read in an interview that it's supposed to be set up like a Greek tragedy, with the girls singing the part of the chorus at the beginning and end (framing the story) and that the song in general is meant to be critical of the oil industry.
This song sounds great live, probably my favorite of the album.
