The song begins with the picture of an ideal relationship. Everything just is what it is because it is shared. The female in this song made her demands and then said its what's best for the relationship, however she makes it sound like its their joint decision - something that their love has decided. Thus she is a witch. He's wandering (touring) through the dark and confusing world that she creates (being a witch after all) wondering what he stands for in their relationship and how that will manifest itself. Songs on Country radio have a lot of masculine "where do you stand?" kind of rhetoric, and this being a somewhat quaint thing that he is not used to has struck him. The song ends by repeating the "love will decide" lyric, but the meaning has shifted. Love will truly decide what action he takes. This song reminds me a lot of a song of the same name by The Sonics. I wonder if they had that sort of vibe in mind.
