I absolutely love this song! Norah Jones is just amazing! "She's 22 And loving you And you'll never know how it makes me blue" That section is talking about, how a woman loves this other woman's lover and it makes her feel sad that she is all over him. "Does it make you happy?" She questions if he is actually happy with this girl loving him.
"I'm holding on To a thing that's wrong And we don't belong" It's meaning she hasn't given up on loving this guy and she holding onto that hope. But that hope is wrong because they don't belong. "But you like my songs" I think that means, but I am not sure really, that he likes her presence, he likes it when she hangs in the background, like her songs. "And you make me happy, Does she make you hapy?" She says how he makes her happy and once again, questions if the girl makes him happy.
"You can throw away Every word I say" This can mean that she knows and accepts that he doesn't want to take in what she says. She knows what she will say, he will not listen.
"I'm standing still On this hidden hill And i'm looking around For the right way down To your distant valley" When she says she is on a hidden hill, she means she is hidden from the guy, he can't see her. She is hidden. She is trying to find her way into him, and work out those distant feelings. How does he really feel for her or the girl?
"Your flowers grow in the frozen snow And I'd like to know if it's all a show 'Cause you sure look happy Are you really happy?" She is surprised at how suddenly he is happy. His happiness has bloomed when he was supposed to be sad at this time, maybe after the girl singing and him broke up. She wonders if this whole thing is just a show, to make her feel jealous, or make him look like he has moved on and doesn't need her. And she asks if he really is happy with this girl and how everything is.
And the rest of the songs lines are lines from earlier that I already looked at. This is my interpretation of it, sorry if you don't think it's right, it was a first shot. :)

the singer is talking about how she dislikes her crush when some other girl's loving him. "blue" symbolizes jealousy n despair here...she wonders whether her love is happy with this other gal? actually she's analysing her own significance in her man's life , whether she's irreplacable or not. does this new gal deserves him any better? maybe be the singer is willing to sacrifice her own love if her love is happier wid someone else..

the singer is living in a fallacy that may be her crush feels the same way about her....deep inside she knows that she's wrong and realizes that she should move on because they are not meant to be. but his behaviour confuses her. "song" may refer to actual song or poem or any creative form by which she can express her feelings for him. though he likes them all , bt she cannot say whether he realizes that it is him who lingers in all her songs and poems, his love inspires her. singer is sure that she loves him with all her heart and she's happy when she's with him, bt then she still doesn't know what\ who makes him happier?

the singer uses b'ful metaphor here . she's waiting cautiously watching\stalking him, where he cannot see her. she's thinking of ways to find an appropriate way to his heart.

In love , people cannot bear their love wid someone else and they're so possessive that they easily get jealous, the singer is a similar person.

she's still wondering whether he's actually happy with the other woman because HIS happiness is the only thing that matters to her the most.
