This is a fun song celebrating unabashedly flamboyant homosexuality. Written to honor Zappa's multi-talented keyboardist/saxophonist/vocalist, Bobby Martin, who was in the band throughout the 80s and was included in the fantastic lineup of musicians during the final 1988 tour.

Maybe he needs a little spanking? Does humor belong in music? Yes. Yes, it does. Gayness = commercial success, so let's pander to that demographic. This is a meta-discussion, of course. It is likely a discussion held in the record producers' offices when deciding what records to promote.
I love this song and find it incredibly funny, I can see though how homosexual men/women could find it deeply offensive. I couldn't imagine Freddie Mercury doing a cover version of it.
Bobby Martin is not gay, sawbones please note. This song is about the character Harry-As-A-Boy [in the show Thing-Fish] who, strictly speaking, is also not gay, though he tries to sleep his way to the top with his male bosses. And, in later life, takes an intimate interest in ventriloquist dummies. (shades of Wild Bill maybe?)
