It means the people are as a general rule opportunistic, and forgiving of their own behavior and preachy about others, depending on surrounding circumstance. It means that mostly people suck, perhaps especially people that don't think they suck. It's a song that actually means something concrete, which to my mind makes it superior to many other songs.
