Definitely think that this is another song about O'Callaghan's tendency to really not go with the American "norm" of life. The song is a little subtle about it, but definitely enunciates the fact that John doesn't feel like he fits in with the average man his age in that he doesn't want to waste his time chasing love or women at all. He knows that he is almost alone in this feat and is trying the reveal that he doesn't care about finding a woman, but really wishes that he was like everyone else in this struggle.
"all the boys are alive, all the boys are with girls" ---everyone John's age is finding love, and gaining electricity from it. John states this as to juxtapose himself, as he is not with a woman.
"if i am not a man what am i then" --this is john saying that the fact that he is not preoccupied with woman makes him not a man. since he is not a "man" due to his lack of interest in love, he is asking what he should be defined as, or precisely, who he should identify with.
