This is a political track where Jens talks about the recent developments in Sweden since the right won elections in 2006. What he (and many) feel is the dismantling of the welfare state in Sweden. Less state help for the sick and unemployed, etc.
My personal interpretation is that Immanuel is a Chilean immigrant that came from Pinochet's Chile to Sweden in the 1970ies as a political refugee, and has since then contributed to society by working blue collar jobs. Now, years of hard work has taken its toll on him but the new society in Sweden refuses to treat his sickness. So Jens sings abouts that when he gets better he will bring him on a trip to his country of origin.
