i think that anders got the idea to this song from the futuristic movie " children of men " its aboiut the end of world (not in an nucclear disaster ) but to take it short : the women cant no longer get pregnant so the human race is slowly dying (...." genetic codes of a dying breed " ) even one of actors says: "sound like a playground fading" = the playground are empty.

It seems like he's talking about the world (or maybe the musical world) changing with technology and he is afraid of being left behind by the evolving world around him. Sounds of a playground fading could mean that kids are changing. instead of playgrounds, they sit inside all day. The plan is a path to our own destruction. We build the technology and then it replaces us.
