I think he is speaking to a really close friend or family member. when he needed them most they weren't there and left him to solve all of the problems that he faces with no help or relief. and that person trys to come back to him and he won't stand for it and shows how he feels and expresses his anger and disappointment in that person.
Kick ass song just for the record. One of my favorites.

ya i think this song is about the bands on warped tour and how when ADTR was at the lowest they did nothing to help.

First off, Epic song....I mean, holy shit is this an epic song.
I think michaela12345 hit the more obvious point right on the head and it stemmed from jaydawgtwo04 's observation of poor encounters with the warped tour bands.
I however would like to throw out an idea completely from left field that is most likely NOT correct but it is fun to play with:
The Three Little Pigs
I came to this conclusion from the following 1) Sticks and Bricks were what two of the pigs built their houses out of leaving Straw 2) The chorus is from the perspective of the pig that built his house out of straw i.e. "Where were you when my walls came falling down" 3) The Verses are from the Wolf a very angry beast on a campaign for bloodlust.
Obviously this is an emotionally unstable wolf with induced parinoid delusions of the pigs taking from him and lying to him...but HEY! how did the pigs afford the material to build their houses? perhaps they did steal from the wolf.
Anyway, it's NOT the actual meaning for the song but I do think its fun to imagine the wolf screaming at the first little pig as the pigs neighboring brothers listen to the pleas of the unfortunate straw pig call for their help.

I read somewhere that this song is about their warped tour family? If so, then the 'So here I stand the only son of a working class man' probably is talking about how he's mad that so many warped bands (NeverShoutNever, etc.) paid their way to the top and he worked for it.
Well at from the bonus DVD from the album, Jeremy talks about how the song title is from a special code the security guards at Warped Tour used called Sticks & Bricks when things got hectic. I wouldn't be too surprised if it was about them though.

I'm thinking this song is about his close friends and family when he started up this band, originally in ocala, no one really cared for this band and didn't think it was going anywhere. When your raised by a working class father, your taught principles and learn that you have to work for what you want. So when he was down and things weren't looking up for his band he never gave up. Look at them now being headliners and selling out tickets to venues etc.... what i think he's getting is at is that he's pissed off at everyone who said they were there for him but didn't think this was a dream worth pursuing and when they told him to give it up he never did. Through that he persevered but can't ever forgive those who weren't there to be there when everything was at its worst
I took a different view on the lyrics. I thought it was about VanguardX27 said earlier, but after listening to it nonstop during working out, I came up with this:
This obviously has to do with self improvement. The first four lines are definitely saying that he's fucked up so many times AND risen from it, that he takes the success he deserves, even from those who were "above him" at a point before. The next 4 I took as him saying something along the lines of "I've come such a long way, but I'm only going up from here." The rest of the non-chorus parts of the song pretty much do the same thing.
The chorus was the only part I feel like I take differently than everyone else. Walls can represent a lot of things in songs; the two that stood out the most were forms of support (ie everything around me falling apart) or barriers (ie things keeping me enclosed).
Both can make sense, but I like the 2nd take better. It applies more to my life :) This way, its like he's saying "Why weren't you there when things started getting better for me? You could have shared this with me, but instead, you hid when things started changing" Fact
