It's about a feral child. Feral Children were children raised by animals (ex. Mowgli from "The Jungle Book"). Because they were raised by animals they don't know the conventions of society and usually beleive that they are the animals. This song was based off of a real case of a Russian girl who was pretty much kept with birds all her life.
