I could be wrong (and probably am) but I think it's talking about how people these days are all the same, and no one really has their own opinionabout things; they just do the same as everyone else. "a monument to the depths of human misery" means if people continue to live like this for years to come eventually everyone will be miserable. That's what I think it means anyway.
This song is about him living in a city with a corrupt govt who hides it's true form. "I see this city for what it is" - He's obviously the only one who knows this while everyone else is blinded by propaganda and lies. "You can win the rat race but you're still nothing but a fucking rat."
