Pretty obvious meaning.
Basically "calling out" God, saying he doesn't exist.
That's incorrect. Phil's mother died from an overdose on crack. His step-father, a preacher, was suppose to "save" his family and ended up being the cause for his mother's addiction and death. This is merely stating the hypocrisy that exists in this supposed rightous man.
