Unless I'm missing the metaphor, this is literally about the Cold War; specifically, between the United States and the Soviet Union. This song has that 1950s-1960s pop song feel, so I assume its based on that specific time period.

That's fairly obvious, no? It's a 1950s-1960s Cold War tune.

Ya its based off of the cold war but thats not the point of the song. He and presumably his lover are in a small fight but they keep it civil, like a "cold war" instead of a regular one. They are both pissed underneath but they aren't gonna blow up on each other yet; they are gonna try to keep it calm, despite all the obvious tension.
