"That's me, that's me The boy with the broken halo"
At first I didn't think this song was pointing to anything specific, but as it turns out, back when Gary Coleman was in his prime, he starred in a movie called "The Kid With The Broken Halo" (1982). With that in mind, I hate to say it, but it seems this song was written about former child actors, such as Coleman and a few of his co-stars off Different Strokes. Though that's the impression I get, the subject could be broader, but child stars in general seem to be born with gravity against them and nowhere to go but down. Brad Renfro and Coleman are perfect examples of this.
I'm also getting some vibes that the line "Straight into his maker's arms" has a deeper meaning than just dying and meeting your maker. If you take "maker's" out of it, you get "Straight into his arms," which could refer to heroin.
Also, the line "But your mother don't pay our bills" could support the former child star idea because in Gary Coleman's case, he ended up suing his parents, but couldn't "pay his bills" later on and ended up bankrupt.
I'm sure the line "If I killed a man in the first degree, Baby would you flee with me?" has some meaning behind it, possibly tying in Todd Bridges, who went to court twice for attempted murder, with one being settled as self-defense and the other won with the help of Johnnie Cochran.
Anyways, that's all I have right now.

I think the chorus is saying how he was born into a crappy life, and there's nothing he can do about it. Evil is constantly around him, "The devil won't let me be". Its just about a guy not wanting to be judged in life but knows he's not doing the right thing.

Man I guess I'm just looking at this differently than anyone else. But this song sort of creeps me out. To ME it seems like a natural evil. A sinister kid who runs to meet his maker a drop dead sprint from the day he's born straight into his maker's arms... that's me the boy with the broken halo... Broken halo? and the devil won't let me be? Haha and he asks if he killed someone in first degree would she "flee" with him. Like just try to get away... and he's contemplating murder in the first degree?
hahaaa what I was trying to say up there was.. it sounds like he is saying he was naturally evil. Born with it. unable to flee from it. doesn't want to.

It sounds as if even though he's saying he's born to his mother, his real maker is the devil. "A drop" is made to this real maker.

Oh and I realize I quoted wrong lyrics. The lyrics in the album specifically say "A drop dead sprint from the day hes born"
I will piggy back on some of the comments made thus far on this song.
I see this song telling the story of a man who believes he was born sinister from the day he was born and being held in the arms of his mother.
The first verse reads as a conversation between him and his lover and also lays out his seeming bleak perspective on the world. I say seemingly because as the second verse goes he acknowledges that his soul is tortured but also seems to revel in the fact he's good with his knife in the dark.
A drop that spreads from the day he's born rspeaks to how over time his eveil deeds have gradually increased like a toxic chemical dropped into water.
From the sinister kid's perspective this is his realit he fully accepts. "Thats me, the kid with the broken halo". His fate was pre-determined by the devil, a fallen corrupted angel, and in effect he himself is like the devil with his "broken halo".
