In my opinion, this song is about these people's friends dying by suicide/drugs.

"He was fragile and frozen When the bullet took away his friend" Maybe they were close friends, and the guy who lost his friend now feels hopeless and lonely, like he has no one.

"She was fragile and frozen When the needle took away her friend" It seems as though the girls friend was a heroin addict.

As a result of the deaths, both people are feeling suicidal.

"She/He's pulling his/her weapon to his/her side Loading it full of his/her goodbyes"

Now that their friends have died, they are now suicidal and their method of suicide is shooting themselves. By saying their side, I believe they're referring to the side of their heads. The enemy across the line is the suicide, yes that sounds weird. But I think its the suicide because they went across the line by taking their own lives.

I disagree, josh154675... This "enemy" is probably from an internal struggle... It could be talking about how they're "loading it full of their goodbyes", meaning goodbyes to their families and friends, about to take their own lives... some people might not get that. I admit I didn't take it that way the first time...

This song tells the story of two people, a man at war and a women with drug issues. To both of them, the enemy is death; the man in battle and the women to her overdoses. Both repose their lives are coming to an end and they say their good-byes while holding their enemy, death, across the line from them. In the end, their time's up.
