Fear was a tool that was wielded to make the people conform. Everything he originally preached to his followers is discarded, the agenda is all about death now.

Referring to the injections and the cyanide. As Jonestown was a shut-from-the-world community, to the people who lived there, the community probably was "global" to them as they'd have gave their livelihood for the cause and have now adapted to a new way of life.
