    She's referring to a memory of promising herself she'd never sing about love, it's not her saying it at that moment. She meets this guy and remembers promising herself she wouldn't sing about it, but the guy is so incredible that she can't help but sing about it, and bypass the doubt. Hence, he's "The only exception".
