Well, I'm not certain, but I think this is a song written from the point of view of a 15 year old girl who is frustrated with relationships or the lack thereof.
The key is the the missing lines from the above lyrics.

So, you can imagine a frustrated girl chatting with friends (internationally perhaps) confused with what she's doing wrong.
She can walk to the teen club and back home while her friends are "driven home". She has more freedom than them, but what's the use in having that freedom if you're all alone?
Oh and the "cruisin' through the parking lot" line... I think they are saying "is pissin' in the parking lot".

I think the chorus is about a girl wanting to find love, and all her friends have boyfriends, hence have someone to drive them home. She's all alone, and deals with other people's falling in love around her. She's hopeless for love.
