This is one of my favorite songs on the album, I have a few thought on it:

The term "speak in tongues" is from the New Testament. It is when a person can speak their own language and be understood by someone who does not normally speak the same language. It would be considered a miracle, for example if I am speaking English and someone from Japan completely understands what I am saying even though they do not speak English.
(Note: If I am wrong, please don't quote any scriptures)
Still, other people say that "speaking in tongues" means that you are speaking complete nonsense that no one can understand.
But, I think that in this song, "speak in tongues" just means that the speaker of the songs desperately wants to be understood, and if he/she can be a better listener and communicator, then the possibilities are endless and "we can build a new tomorrow, today"

I think you are correct about the drag queen reference. this song could be about a man coming to terms with himself as a woman, and not letting people tell her she can't be who she really wants to be.

Kitty was the Diary of Anne Frank.... Anne give the name Kitty to her diary so it became a private friend to here and it came on home wit out a name (was a gift for her birth day june 12 of 1942)... and to the island that is the Netherlands where Amsterdam is...she never gave up and constantly tried to build a new tomorrow with the things she got in hand and her sister Margot Frank.... she starts writing the book in Amsterdam( the Island) hided in small rooms with her family and some friends because of the nazi party that was trying to kill all the Jude people as all of you may know :( then she is transported to Bergen-Belsen ( product of a treason) and sadly she died there with her sister... Victim of violence and science, for all the experiments the nazi did on people over there, ... then the book came home, to Amsterdam because her dad survived, rescued the diary and made it public... So both speak in tongues, for the world ( the diary has been translated in almost every language in the world)... Anne and Kitty

Oh and blasé means the innocence of her about the world outside at this time of history and the way she tries to ignore the thing that the war was something that was ending peoples life every day... and every day she tried not to think about all the little bad things that the war carried but some times she lost the battle with this kind of feelings and felt in depression but then she made up a lot of games and ways to not think in the war outside of the world she was building

'Speaking in Tongue' usually refers to the saying of 'tongue in cheek', not speaking clearly of what you mean. And I guess 'speaking in tongue' is just a reference to speaking the language of love.
Of course, 'speak in tongue' hints at a relationship that's only build on desire, but I don't think that's the case because of the last lines of the song: 'We can build a new tomorrow, Today' - that's something you say when you want a commitment and not just sex. And that's all the protagonist wants. He knows he has messed up before but she's back and he wants to be with her again.
He wants to kiss her, but there are people not in favor of the relationship. The interesting part is that the protagonist changes the person he's addressing in the song. At first, he tells the audience about that girl Kitty. But then he stops addressing the audience, and addresses her directly: 'I burn to touch you just the same.'
And he wants her not to listen to what others are saying, but he wants to rebuild their relationship because he's learned from his mistakes. Since we have that shift in who the narrator is talking, too, his words to her are probably the reason what might throw her life out of balance. But we never know because we have no idea how it all turns out for those too.

I really can't relate the new album to any previous one. But IMO the previous ones just screamed "placebo", while the new is different. And to answer your question, yes, I like it (both the song and the album).
