To extend a little further on what wiicorner and Waveshaper have said (even if it was not, perhaps, in Corner's intentions), there was a zoo in early 20th century Germany known as the 'Tierpark Hagenbeck', which was started by Carl Hagenbeck Jr. Following the footsteps of his father's work, he revolutionized such 'tiergartens' by using moats instead of barred fences, so he could create visual panoramas of several sorts of animals living in 'harmony', when really, they were still seperate from eachother. He also held lucrative human zoos.
I feel the lyrics reflect upon zoos in general, though -- it's especially obvious in the second verse:
' You can't hide I remove from you Every tiny strength in everything you do And I'll kick you down I'll break you with a tender touch '
Zoo animals can't hide. Their 'tiny strengths' are all the things they live for; their instincts to hunt, kill and survive are taken away from them, and they are broken by the 'tender touch' of domestication.
It's really a very potent song.
