Having listened to the lyrics properly for the first time today, I am completely convinced that this is Neil Tennant's song to Chris Lowe. Neil has always come off as the (more) extroverted one, and I remember that Chris would explain his glasses and hats as being his way of hiding in public. Also, consider the song "One Of The Crowd". Well, this is Neil's way of showing appreciation, and explaining that he couldn't do what he does without Chris.
