This song is about the notorious serial killer, Andrey Chikatilo, from Soviet Union, who committed more than 50 murders in 1978-1990.

Yes, it's certainly Chikatilo: the hysteric, relentless guitar in this piece is incredible, directly mirroring the killer's desperation for 'release'. This is all about the kill, not the hunt; C was quite methodical and cautious in his hunting. I recommend: 'Citizen X', an HBO movie, along with the books 'The Red Ripper' and 'The Murder Department.'
'Body count ...' describes the most salient detail of C's crimes, the shear number of victims and the frequency. C was peculiar in that every murder had the same motivation, without exception; he was unable to function sexually, but he discovered that he could find release when he felt a victim resisting and finally dying in his grasp.
'... laid out, mutilated' describes the condition his victims were found in. The poor women and children were murdered viciously and their dignity taken by a prolonged assault, sustaining injuries far worse than an animal attack would inflict.
'... your screams fill my soul' Murder gave Chikatilo fulfilment, at least temporarily, which was why he killed so frequently. It wasn't a desire or craving, but a need - at least in his mind.
You might argue C was weak, giving in to his worst emotions and planning each death with care and caution. He had some horrific experiences in his childhood, along with many humiliating experiences throughout life, but there are people who experience such things. Perhaps it was a combination of factors. The only thing I can think of that might give him some degree of clemency is the lacerations that were found in his brain.
Some fault lies with the incompetent system that let him run wild, but my thoughts always return to the victims, no matter the morbid curiosity with the man. So many children robbed of their lives, so many unfortunate women down on their luck exploited to a cruel and horrific end. And his living victims, who he abused in positions of trust. So many of his victims led harsh lives that it's difficult to reconcile the quantity and calculation of C's actions with simple nature and nurture.
