To further up on my reply...

The idea of "boots" almost definitely refers to "pulling yourself up by your bootstraps." Which means empowering yourself and helping yourself out of your bad current situation.

So "sexy boots" is, well, boots worn by women. It seems as if Bono is addressing African women with this song, saying "get on your boots and pull yourself up" out of your current situation.

The "You don't know how beautiful you are" seems to also talk about women. Still consistent with the idea of empowering women--of feminism, of independence. In some areas of Africa, women are raped, treated horribly, and treated as possessions. Bono seems to be calling to them as if to say "You are better than that, you are more beautiful than to be treated like that."
