This song was written by Waylon Jennings. It is about his run in with the cops trying to get him on possession of coke(singin through the nose). but while his manager stalled them he went and flushed down the toilet(possession of something that was gone). It is a play off of him and some others being branded "outlaw country" because they were buckin the nashville system and doing their on thing.This by the way is documented in his autoiography.
