I think this song is about Don Felder. Glen Frey never forgave him for the lawsuit he brought against the Eagles, and the first two verses are pretty clear-cut about this, as in 'There's the devil to pay for what you put them through'. In my opinion there's also a hint at Felder's supposed hypocrisy over the Eagles conduct, where Frey points out that Felder was usually a willing participant in the alleged 'good times', as in 'No one knows 'bout the times you had. You know you've been so evil, you know you've been so bad'.
