I think it's about how the guy she was 'seeing' before (I think just f**k buddies rather than a boyfriend), who was a bit of a tool, has come over to her house and is being all...flirty. He knows she has a boyfriend, but also kind of knows he can still get her. The sort of guy who is an idiot but is really addictive, you know? So she's just singing about how much she wants him, even though he was always inattentive and inconsiderate in bed when she was seeing him before. She's asking him to say he would be there if she left her boyfriend, but it seems like in her heart she knows he wouldn't be.
I like this song just because I can relate to it so much. It's slightly depressing, really.
I think it means that the protagonist's struggling to decide who to pick: her current boyfriend, or this new guy that comes into the picture (I'll call him Brown Eyes). Her boyfriend's not making her very happy, and Brown Eyes seems to understand and know her a lot better, so she falls for him. She wonders that if she breaks up with her boyfriend, Brown Eyes would be hers.
I find this song kinda different from GaGa's other material. Not as upbeat, but still good. :D

I love this song so much as it is just like my life!! I had a boyfriend but there was this other guy who in comparison was so much more amazing and i was constantly torn between the two! When she says "When you're 'round I lose myself inside your mouth" i think she means he is a charmer and his words just take her in and she cant think about anything but him

this song is absolutely stunning -- the best thing about Fame is that it's so diverse, and this song was a really awesome surprise. it's a pretty straightforward song, but i have to say, my favorite implication ever is from the second verse:
