It's good to see a meaningful rock/atl song driven by drums and bass again. The best song I've heard in a while. Sensitive, poignant, yet it rocks. "Down by the sea / so many people falling in time" I think refers to a New York/Los Angeles type, or in general to a city on the brink of disaster, either real or social. "Try not to drown": don't get caught up in the modern race which ends in isolation and destruction. "So many people / Where do they go?" reminds me of Elenore Rigby: "All the lonely people / Where do they all belong?". "All I can take from these skies is fog / And all I can see in this light: a boat sinking": I look for God in this dark city, but all I find is evil. He wants to escape through the holes made in the sky by the jets.

To me this is one of Beck's most morose songs, but beautiful and riveting noetheless. I don't think his songs are usually spiritual, but I felt some religious undertones from this one. It's a bit like he and someone else are watching the world fall into sin, despair, and all that with "You and me watching the sea full of people / Already drowned." Then it gets a little apocalyptic with "Where do they go?" (heaven or hell?). "You and me hit by a cloud / like an eagle" could reference Christ (or the antichrist, who knows?) coming down in a cloud of glory to judge the quick and the dead. Beck apparently is going to heaven by climbing a hole in the sky.
Sure the lyrics and melody are pretty good, but what makes this song awesome is the DRUMS!

There is a chemtrail theory that every time you see those white lines in the sky, its actually some sort of government bred chemical used for...whatever your average conspiracy theorists can think of. Nero toxin, mind control, it doesn't matter.
I'm not one for analyzing but this song is beautiful.
To me, this song is about how we get preoccupied with things that don't really matter like conspiracy theories (e.g. Chemtrails) and all the while there are real issues that go on ignored. In the first verse, he's mesmerized by the jets going by, and all the while people are literally dying. I think it's a eerily true commentary on your average American.

I've got nothing about those lectures in the US Congress, where they belong, but that would completely ruin a beautiful song like this one. Cryptic lyrics about escapism and spirituality, on the other hand, are terrific fit for the ethereal and haunting music.

I think that this whole Modern Guilt album is more or less, save the environment, become less selfish. Yes, the lyrics are cryptic, but you can draw a meaning.

Beck is speaking about the "sins" of humans. Not sins that have to do with Jesus Christ, but personal sins. Beck talks about how we're all drowning. Everyone is falling into the trap of shallowness. We are drowning in our own fakeness, when there is a bigger issue going on here. Beck is reminding himself in this song how small humans are, and how we can't forget that.

I thought the point was to share our reactions and personal interpretations of the songs. sonic_leaves should describe his/hers instead of pointing out that the meaning is subjective. That's true for any piece of art. We cannot come to final objective conclusion on the meaning.
