Voices can be about many situations in Madonna's life-the end of Rabbit/Warner, the music industry, Radio, Guy Ritchie, her brother Christopher who wrote the shameful tell-all book about her and it's also about her father because in the end, Madonna misses her mother-That's a Fact! She's the one-Madonna herself-that is calling all the shots this time! No one's going to stop her Rebel Heart and Brave Soul! No one is gonna tell her what to do or how to be anymore! Madonna is a Bad Mer Girl who will Live to Tell, Take a Bow and be a Ray of Light because she is her own Masterpiece!

To me sounds like she talks about a player trying to mess with her heart but she puts him back to his place as she knows his game / weakness

This song is about Madonna's separaton with Warner Bros. records, as this album is the last one under her WB contract before she begins her new one with LiveNation .. with that said, the lyrics speak for themselves

This meaning actually fits the song perfectly....I mean, I know it's not why she wrote it, but still....

I think it's about egoism "are you walking the dog, or is the dog walking you" idea to me relates to the fact that in Kabbalah one must go 'faith above reason' faith meaning 'belief' and 'reason' as in egoism. A common analogy that goes with this is a man riding on top of a horse rather that the horse riding on top of the man-i.e ones ego being in control of them.

So I think Madonna is bringing the question to someone-possibly her then husband who is in control, your ego or your soul?

It then follows 'First you say you love me Then you wanna leave me Then you say you're sorry You play the game so well I bought your illusion You're the greatest salesman How could I refuse you When you sold it to yourself' means that someone acted good towards her, but actually had selfish, bad, egoistic intentions.
