I think this song is about his own personal drug use and the stages he goes through when the people close to him are telling him to stop("Okay, okay, okay i fuckin get it") then he starts to agree with them and decides to stop("Okay, okay, okay i'm gonna kill it") but then he starts up again and the cycle continues("No way, no way, no way you're gonna stop me")

And by labeling the song "Livin' on Borrowed Time" he's saying that he should've have died from the drugs he has been taking
