I'm not sure if this is the intended meaning to this song,however, I believe that it's about the end of the world. If anyone else believes there is a different meaning to the song then I'd love to hear your thoughts.
"Rivers of filth, syringes and broken hearts littered the gutters of the central business district." Just reminds me of a post apocalyptic world were humanity has destoryed the land and what was once a booming business district is plauged with disease and death.
"And the heavens opened and it lashed down." "Bodies lined the roads immobile waiting for the flood," I believe these talk of an enormous flash flood that will completely flood the earth, much like the Bible story with Noah's flood.
And finally I believe the entire second half of the song is the Narrator saying goodbye to the world and coming to a complete acceptance of the his/world's fate and also sharing with us his veiws on "hope".
