Alright im pretty sure its about a a conceited whore and how this guy is just standing back watching her seduce all these guys and how shes just a waste of their time and he's trying to tell them that that before he ends up like all the other guys she has used.

I don't think "'98" is referring to the year she was born. That would make her only about ten years old. '98 probably refers to her middle school days.
