I think this song could be interpreted in two ways. Number one being that he regrets not sharing God's word with others, because he was too afraid. He had many chances, but now they are gone and he wants another chance. Secondly, that he met someone he liked, but was too afraid too take it any further. In all of his opportunities he was "a stone frozen in place." The first one is more likely though since he says "where will THEY go" meaning he has done it multiple times.
