I realise that the actual artist might have said something different, so what I'm saying now is perhaps a little pointless... for me however the song seems pretty spiteful. It's almost like he's gloating over this poor girl who just wanted to be famous.
His question 'will you go down on me?' seems to imply that he has basically found this washed up person and told her he will sing about her if she gives him head.
She must have gave him head cuz now he's singing about her.
I totally agree with you whetstone. I've always listened to this song and the whole thing basically means to me that he's taking advantage of her desire to be famous. He's saying If you blow me than I'll "sing for you" and you'll be famous like you want to be. Almost like someone saying "yeah you could be a model, just let me take some pictures..."

I think it's about a girl who always said she was going to be famous when she was a kid. She thought she was going to make it big with her picture in the magazines, signing autographs for screaming fans and having everyone know her name. Maybe she got her dream for a little while, but something must have gone wrong because now she's moping about spoiled plans and I think he's trying to comfort her by telling her that she's a star to him.
