Personally, since Darren Hayes is gay, I think it's written to his lover - some of the lyrics are too intimate for friendship. Nonetheless, Darren has a talent and a gift for lyrics - he never uses filler and has the ability to make lyrics relatable to most people. You can see either a friendship or a relationship depending on what you a going the at the time. That's the beauty of art.
I do feel the first verse is a little bitter though - 'pretty little head' sounds like a catty remark
I cannot believe that no one has commented on this song! I really don't know what I make of this song, but I think it's just so beautifully composed and sung with such emotion. Darren is AMAZING.

My interpretation is that this song is aimed at someone Darren's very close with, but she's very reserved, always being careful to say the right things. He's asking her to be more open and candid with him, even if it means that she says some things that are hurtful - words like weapons.
He's afraid of damaging their friendship ("this delicate thing we've made"), but at the same time he feels that the fear and existing relationship are holding them back from truly communicating ("weight above").
