Great song, just one error though - Garfield didn't die in 1882.

well, he died late 1881, and that doesn't rhyme. but you are in fact correct.

What does it mean "Carter Lusted in his Heart for Peanuts"

@Redtecho Carter once confessed that he had at least once had lust in his heart when asked about being faithful to his marriage. His family grows peanuts, so he got associated with peanuts during his campaign.

"W's legacy's a work in progress, and that is all the presidents so far"

The song was written in 2005, when George W. Bush, known often as 'W' was in office - so his presidential career was still a 'work in progress'. JoCo however has performed the song [completely by himself, anyways] up until 2009 - and after the 2008 election, the last two lines were changed to

"W's reign of terror's nearly/finally* over, Obama's pretty excellent so far"

*'nearly' before Obama's inauguration, 'finally' afterwards

George Bush was known for announcing a war on terror with Iraq and Afghanistan - though here JoCo turns the lyric around on him, implying that Bush was the terror of his own presidency. JoCo has admitted to rather liberal politics, so he gives praise to Obama. The lyric however was rather contested by audiences, so it was later changed again to

"W decided he was the decider"

Bush would often call himself as 'the decider' as a nickname. A later line for Obama entailed -

"Obama has a peg-leg and a scar"

Which could refer to his actions amongst the Somali Pirates. Since the last revision in 2009, Donald Trump [2016-2021] and Joseph Biden [i.2021] have since been elected president. JoCo has not revised the song to include them, but he has made anti-Trump comments before.
