I like that they use the word "chores" Kind of reminds me of all the chores we had to do as kids. And how adult jobs are just a continuation of that. the word "Chores" also has a negative connotation. No one really likes doing chores. Likewise, we don't always like our daytime jobs, but we take on the responsibility, and do our part to keep the economy flowing.
I think it's a very humble song too. "I only want the time to do one thing that I like." He's willing to give up almost all of his time doing these chores if he can just have a little time to himself to get stoned and go for a walk alone. Fucking beautiful.
While the lyric is definately "stoned," I don't the song is trying to glorify drugs. The lyric "when there's no one watching" implies that he just wants to be alone and at peace, not start a fucking riot or a party.
So basically, if you're a contributing member of society, and you're not trying to stir up trouble, you should be allowed to do what you want (whether it's getting stoned or going sailing).

I think basically the point they are getting across is this is about a man who is working hard every day, and is getting slightly irritated with it. All this guy wants to do escape when no one is around so he can finally be by himself and finally get a chance to chill.
Finally being away from mainstream society, and all the things that it bring.

i definitely think this is about the stresses of everyday life and how all you want is to escape and relax. slow down time and just take a moment for yourself with no one to bother you. specially how the tone changes when he says "At the end of the day When there's no one watching", the mood throughout the beginning is fast pace meaning everyday life and the ends peacefully with you taking the time to relax.
I think it means, I want to be the one that will finish the work of the world, and then bask in the feel of utter completion and freedom. With every step a modest "you're welcome."
This song is about a guy who wants to get all his chores done so he can go outside when no one is watching and get stonned.
