I dont think the lyric is "the water on your cheek is the only thing smooth" I think its "The water on your cheek is the only thing thats moving"
He is so angry at himself for what she has done and possibly angry because he can't tell her that he still loves her. Dented pride us males suffer from this a lot.
She tells him what happened but he cant speak, he cant move and she is motionless also and for that instant or that collection of moments. The only thing moving is the tears on her cheek. This could also be the fact that whatever she says will not move him and he doesnt feel anything for her
perhaps he wants to cry himself, but she won't leave the room quick enough.
@logan_sd I don't think that he is particularly angry at something specific she has done. For me it seems he decided he wanted to break up with her. Breaking up is difficult even for a person who made the decision. She stands there shocked, it's the middle of the night. Maybe they just finished making love, she did not see that coming. She's unable to speak, unable to move and he wants her to leave quickly because he's embarrassed and can't watch her suffering. He doesn't love her anymore, but he doesn't want her to suffer.

WOW. such a vivid picture, she stands there in a dark room crying over a mistake she's made, he just stares at her, and he can't even believe that they are at this point, he wants to be sympathetic but he's ashamed of her.

He is cold and done and chooses to just sit in silence, unemotionally watching her break down in front of him, feeling nothing more than a little shame for her. He just wants it to be over.
