I doubt it's about alcohol. It's more than likely a metaphor about her addiction to the type of love she's/ was involved in.
Sara Bareilles is known for clever word play. She's simply comparing the rocky relationship (two kids doing the run around, as killstar put it) to a rocky alcohol addicton. The lyrics are great and fun to sing. I agree with shikonaori. Its one of the best songs on the album(next to Gravity) <br />

The further they go, the more treacherous it becomes.<br /> <br /> "If this bottle could talk, Love on the rocks.", means if this relationship could literally speak, it would say, "This just isn't going to work out".
