Should be "I'm buillding my own jail" This song is about being an alchoholic, alchohol makes perfect bars for his jail that he's building. But he built the jail himself, so his escape plan can't fail, because since it's his jail, he can leave whenever he wants (meaning he can stop drinking whenever he wants, but in reality he can't, because he's an alchoholic).

I think first line should be 'Child by child, school by school'.

And i don't actually think it's about being an alchoholic: just plain daily life in the world around and building walls to prevent this world from intrusion, which also makes impossible any (real) communication, hence the jail.
