Considering it's based on the book "Paradise Lost" (Milton), it should be about Adam making the decision to side with his love, Eve, admitting that he's on the way of falling from grace, that he won't turn back and even in sorrow, as a way of making himself feel better, he'll savour the downfall of paradise... This is, of course, if the lyrics are correct.
This song is talking about one very specific part of Paradise Lost. This is when Satan first reaches the Garden of Eden, also referred to as Paradise in this song. The chorus is talking about when Satan flies to the stairway between Heaven and Earth, and is looking down at everything on Earth. The song in general is talking about Satan's inner conflict that emerges once he sees Adam and Eve in Paradise. In the poem itself, Satan explains that he could have loved Adam and Eve if he was still an angel, but he must continue with what he is doing to pretty much "get back at God". This is what the lines "Mystified by her beauty Does the hunter pity his prey" mean. If anyone is interested in more, read Book IV of Paradise Lost, it will explain the whole song. I think the first few times the chorus plays, the line is "For all must say their last goodbye", and "For all who say their last goodbye" is only during the final chorus.

should be ethereal, and no "the"

I took this from Wikipedia (the song a presume happens during these happenings):
"Adam goes on a vision journey with an angel where he witnesses the errors of man and the great Flood, and he is saddened by the sin that they have released through the consumption of the fruit. However, he is also shown hope – the possibility of redemption – through a vision of Jesus Christ. They are then cast out of Eden and an angel adds that one may find "A paradise within thee, happier farr." They now have a more distant relationship with God, who is omnipresent but invisible (unlike the previous tangible Father in the garden of Eden)."
I haven't read the book, but I do agree that the lyrics could be interpreted as Satan thinking about the imminent war with heaven, but the "love" issue would be weird... Could it mean Satan's show of love for the heavens, but showing determination in his rebellion at the same time?
I have read Paradise lost, and Satan shows remorse for his destruction...the line "so I'll savour the downfall... of paradise" is his decision to go through with his plan after being awed by the beauty of Adam, Eve, and the Garden. Satan is portrayed as an epic hero a la the Odyssey or the Aeneid, a warrior fighting against oppression. This song is also before eve of seduction, the actual fall of man.
