Personally, I think this song is about her trying to get over someone, even though she is still in love with him. At first it was a mutual break up, but she realizes that she still loves and needs him. When they broke up, they both were expecting a burden to be lifted off of their shoulders and to be free, but they both are miserable without eachother. At least, that's what I got out of it... but of course that might be because that is exactly what is happening in my life at the moment.

It seems to me like she's still in a relationship with someone whom she cares very much about, but it is reaching that point in their relationship when they are having problems and are debating whether or not they should still be together because things seemed to have changed.
They are reaching that breaking point realizing that the relationship has not lived up to their expectations.

See, I don't see this as a "getting over someone" song at all. I see it as a "new love" kind of song... maybe they both have just gotten over breakups, but the "tangled in fear" line to me is about not wanting to rush into a relationship, and "neither of us freer" because their new relationship with each other allows each of them to be freer than they were in their previous relationships...
to me this song is about two people who are very much in love but theyve lost eachother or are losing eachother if that makes any sense to you...
i dont think its a getting over someone song at all
