The "Silver Mountain" is the moon. The man in question is the man on the moon. The song's about astronauts.
This song sounds to me like it is talking about the prophet Ezekiel in the Bible. Ezekiel chapter 1 explains the vision that he saw of the Cerubim (which are an illustration of preachers in Revelation) which came out of the "wheel within a wheel" (Im a wheel, Im a wheel) These creatured didnt turn withersoever they went (you cant stop me turnin). I think it is Ezekiel chapter 3 or 4 where they take Ezekiel by the hand and lead him to a high place to give him a broader perspective of the problems in Israel. That vision of Ezekiel was an illustration of personal revelation from God... which I believe the song is alluding to. Although Dio sang the song, you have to remember that Ritchie Blackmore wrote the song, so Dio's image has nothing to do with it.

Also for the other idiot who commented on your post, Ronnie took the name from the mobster Johnny Dio. Also someone said about turning Dio upside down. Yes, zuma is correct is does say devil but it is NOT traditional Old English. Ronnie did that on purpose so it would say devil. However, he was in no way a devil worshiper. He believed Heaven and He'll is what we make it here on Earth.

This song makes me want to run through the streets and plant a haymaker on the face of each person not wearing a Dio t-shirt. If they have the shirt, they better be able to tell me how much they think Dio rocks.
Dio, Rainbow, Ritchie Blackmore, often used Biblical imagery in song lyrics, but not in the same manner written in the Bible. I think jhardin has it right that Ezekiel was a basis for the songs imagry, but it's definitely not talking about the same thing.
Dio once made a comment in concert that this song was a reference to his past and some of those in the band. Just pure speculation on my part, but I'm guessing this is about getting high most likely from heroin and the man on the silver mountain is the pusher and/or the person once their high.
