'23' is a great great great album for blonde redhead but it took me a long while to really get into. top ranking is slowly becoming one of my favorites!
this song might be a reference to war. the lyrics are so vague it's hard to really come up with my own interpretation-- war is used as the road to peace and quiet, but it's an illusion. in war we kill for peace and quiet, and we sometimes confuse killers for brothers.
i think the song pertains to the vietnam war when US soldiers were given orders to annihalate entire viatnamese villages by killing everyone including women and children. they also burned down everything. sadly, the villages were innocent and were full of mainly working class people that had no involvement in the war whatsoever.
the soliders knew that what they were doing was wrong, but were just following orders. maybe that's also the point of the title, top ranking. because the top rank gave the orders for the soliders to commit such horrific crimes.

think it's about the middle east conflict, especially the lebanese israeli war, there's even a cedar mention in there.
The line "I have no reason to confuse my brothers " reminds me of how some people say arabs and jews are like astranged brothers.
