I love this song! Not only does it only have one chord, also it's about the greatest artist of the 20th century and entirely fails to mention painting even once. Jonathan Richman is a genius. Respect!
I don't think he literally refers to Picasso. To me it's about an artist making himself feel better/venting about his failures by believing that some succesful artist in hisory(in this case Picasso) had it easy in getting his way. Overall, I think this song is poking fun at that notion.

Pablo Picasso got called an asshole all the time, just never to his face. In fact, I think he's more famous today for being an asshole than for his art. Short man's disease, etc.
I feel like this song is about a womanizer. A guy who gets the ladies, despite not being all that attractive.

I think that the message is: in order to be a womanizer and not to be called an "asshole", you gotta be a lot more than a womanizer - e.g., a genius artist such as PP. If not, you're just an asshole. 'Cause that's what womanizers are. And yes, he's poking fun at that notion. And perhaps, at PP, too, at the same time honoring fully his genius.
