He's saying "Man empires", not mad empires, secondly, he says "let's transform to take in water". Then, the word is "cloaked" in scales, not "coated". (I'm not trying to be all anal about it, and I know it's hard to hear the words, but these are the correct ones.)

I think this song is all about shedding all of what evolution has given us and going back to our most primal of roots.
