Easter is greatly associated with rebirth (eggs, bunnies, baby chicks...) at least in ancient celebratory matters. So I believe that Arthur has now found Cecillia and is trying to appologize for what he did in the past. I get that not wanting to run around her kitchen means no more sex with her. I also get that he doesnt want to be alone because of "I dont wanna lay against duct tap, cracked or crooked, in the outdoor left outside in the rain" a very lonely scene. And it seems that he is very sincere because he deeply wishes for the past when his family was together and happy.

I think it's more based of Martha McCloud mourning her lost son and Cecillia. and she is remembering "outside where the children play"

Well it was snowing before in the story, so saying it's easter, implies that time has passed and Martha, who has given up on revenge, realizing it will do nothing to bring her children back, is remembering her children, and wondering if Cecelia is still alive. But losing hope.
