This is long-arm talking to butchie bleam about his love for Cecillia. Then they go back to the town and long-arm tells everyone about this incident. The serpent refers to the devil which is (they believe) making butchie have these feelings, so he is sentenced to death by hanging so that all of the others in the town can see what happens when you fall in love. They (the town) also assume he is having these feelings just because he hasnt ever had sex and so he has an itch for it and his feelings arent based on love. He is left with the phrase "I'm so sorry for you, you'll never love again." from the judge and is thrown in jail.

Uhh.. Im pretty sure it's about Gunner Recall killing his wife which in this song she is "the seperpent" and The Judge sentanced rope to neck.

This song is actually the father of Long-Arm and Butchie Bleam, who killed his wife when she stole from his Meth stash. He was found and convicted of the murder, but the authorities got to him(Gunner Recall, as he calls himself. He's insane) before the Bleam Brothers, who would have sent him through The Blood Machine. He runs away, and this is him on the run. It's pretty much saying that he's schizophrenic and that it isn't his fault he killed her ("They don't hear the serpent that burns your ear, or the coward that sits alone in your head with IT(Yes, it is "It". The tarot card is wrong))

Just because the lyric package thing from the CD says Judge Kevin doesn't mean that is how the song goes. In fact lyrics booklet things are often wrong. I know it isn't a traditional lyric booklet so don't pull that on me either.
