I think it might be about a dead/dying girl. I mean who else "sleep[s] in the dirt" but dead people? It sounds to me like a girl in drying in a room. "No one wake her up she's sleeping still"- that's like something a family member or a lover would say when they know their significant other is dead. There's more to be said, but it's easier to picture it than to say it.
I think we all live in dirt and some people try to hide and deny it by sleep. I think he's asking Solider Jane to wake up, deal with the dirty world and not hide her heart away.

I think it is about a homeless woman fighting the fight that only homeless people can fight, "soldier Jane". I don't know if Beck is atheist; but I believe the "light a candle" is a catholic jab saying that the church doesn't really help it lights a candle and hopes for the best.
Nobody does it like beck, I can't help but think he is atheist.
