I agree this is a touching song to pay tribute to his son that died. I think he is still mourning and longing to hear from his son or feel his presence once again. There are still tears and pain in there hearts (or souls); but, he feels he is free and in a better place (heaven, to me). In my opinion, when he says neighbor, neighbor don't be so cold there is more to the story untold... he is telling others not to be so negative or gloomy as there is promise of a better place and it is not the end for his son as there is eternal life in Jesus and heaven to me. Anyway, that is what I take from the song.
